Izvoz proizvoda od drva iz RH na tržište Vijetnama
Budući da je Vijetnam važna zemlja u kontekstu trgovine drvom, potpisan je Sporazum o dobrovoljnom partnerstvu između Europske unije i Socijalističke Republike Vijetnama o izvršavanju zakonodavstva, upravljanju i trgovini u području šuma (SL L 147/3, 5. 6. 2019.) s ciljem da sva drvna sirovina i proizvodi od drva koji potječu iz Vijetnama budu proizvedeni na zakonit način. Sporazumom se predviđa kontrola uvoza na granicama EU-a u skladu s Uredbom (EZ) br. 2173/2005 o uspostavljanju FLEGT sustava za izdavanje dozvola i Uredbom (EZ) br. 1024/2008 o utvrđivanju detaljnih mjera za provedbu Uredbe (EZ) br. 2173/2005.
Vijetnam se obvezao i na uspostavu i provedbu Vijetnamskog sustava zakonitosti drvne sirovine (VNTLAS) putem kojega će se provjeravati zakonitost proizvoda od drva koji se izvoze na tržišta izvan EU, zakonitost proizvoda od drva koji se prodaju na domaćim tržištima i zakonitost uvezenih proizvoda od drva. U okviru VNTLAS, dana 30. listopada 2020. na snagu je stupio akt Decree 102/2020/ND-CP Vietnam Timber Legality Assurance System kojim se uređuje i područje uvoza proizvoda od drva na tržište Vijetnama, a člankom 7. propisuje i dokumentaciju potrebnu za provođenje uvoznog carinskog postupka, pored carinske dokumentacije utvrđene carinskim zakonom.
Dajemo informaciju hrvatskim izvoznicima proizvoda od drva na tržište Vijetnama da u skladu sa stavkom 2. člankom 7., kupac u postupku provedbe uvoznog carinskog postupka mora pored carinske dokumentacije utvrđene carinskim zakonom priložiti i Izjavu o podrijetlu uvezenog drva (Obrazac br. 03., Dodatak I. Decree 102/2020/ND-CP).

Article 7. Dossier for imported timber
When carrying out customs procedures for imported timber shipments, apart from the customs dossier set by the customs law, the owner of the imported timber must submit to the customs office where the declaration is registered the following documents:
1. Original copy of the packing list of imported timber made by the owner of the timber according to Form No. 01 or Form No. 02, Appendix I issued together with this Decree;
2. One of the following documents:
a) In case of timber in the Appendices of CITES: copy of CITES permit for export or re-export issued by CITES management authority of exporting or re-exporting country; copy of the CITES permit for import issued by the Vietnam CITES Management Authority.
b) In the case of timber imported from a country that has signed an agreement on timber legality with the EU and is operating a FLEGT licensing system: copy of the export FLEGT license issued by the competent authority of the exporting country.
c) In case the imported timber shipment is not specified in Point a or Point b of this Clause: the timber owner must make a declaration of origin of imported timber according to Form No. 03 in Appendix I to this Decree.
